Government of Haryana launched the portal for registration for the Common Eligibility Test (CET) on 12th January, 2021. The terms and conditions for the CET was notified by the Government vide Notification No. 42/119/2019-5GS-I dated 5th May, 2022 and amended on 31st May, 2022 and further amended vide notification No. 42/119/2019-5HR-II dated 20th Feb, 2023. 7,73,572 candidates had appeared for CET (Group-C) held on 5th and 6th November, 2022, out of which 3,57,562 candidates (provisional and subject to claim verification) qualified this examination. This Advertisement aims to inform all 3,57,562 candidates who qualified CET 2022 that all the candidates who fulfill essential qualifications required for the post(s) and are desirous of appearing in the written examination / skill test should go through this advertisement carefully and prepare the documents for uploading so that they can apply immediately when the link for inviting online applications open. 

In continuation of Advertisement No. 1/2022 dated 17.06.2022, online applications shall be invited for direct recruitment of 31529 posts (tentative) of Group-C in various Departments/Boards/Corporations /Commission etc. The process of Recruitment will be as per Haryana Government Human Resource Department (General Services-II Branch) Notification No.42/119/2019-5GS-I dated 5th May, 2022 and amended on 31st May, 2022 and further amended vide notification No. 42/119/2019-5HR-II dated 20th Feb, 2023 and Advertisement No. 1/2022 dated 17.06.2022. 

Out of these 3,57,562 CET qualified candidates who fulfill the qualifications for one or more posts shall apply online providing all particulars relating to the identity of the applicant and upload all the required documents relating to qualification/experience, for the posts applied and also for the claim of socio-economic criteria weightage etc. if any.

Pattern of Examination:-

All questions shall be compulsory. Question paper shall be Bilingual (English & Hindi). An Offline (OMR base) written examination will be held for recruitment of Group- C posts. There shall be no negative marking for wrong answer. The total no. of questions will be 100 with weightage of 0.975 marks for each question. A candidate has to fill one option compulsorily out of five options given. Extra five minutes shall be given to mark fifth options, if candidate does not know the answer. Total time allowed for the paper will be (100+5) =105 minutes including the five minutes. In case a candidate doesn’t mark any of the five options for a question then 0.975 marks for each un-attempted question shall be deducted.

How to apply: 

Online applications shall be invited for direct recruitment of Group-C posts in various Departments/Boards/Corporations/Commissions etc. 

1. Please read the advertisement, instructions and procedure carefully before you start filling the online application form and check all the particulars filled up in application form after getting the printout to ensure the correctness of information and upload all documents before finally submitting the application. 

2. Apply online well in advance without waiting for last date of submission of online application form. Before submission of the online application, candidates must check that they have filled correct details in each field of the form. After closing date of application, no change/ correction/modification will be allowed under any circumstances. Requests received in this regard in any form like Post, Fax, Email, by hand etc. shall not be entertained and shall be deemed to be rejected. 

3. After successful submission of application, candidates are advised to take final print out of application form for record along with uploaded documents. 

4. The hard copy of application form along with all uploaded documents must be brought at the time when called upon to do so by Haryana Staff Selection Commission. Documents which have not been uploaded shall not be entertained. However, HSSC may ask an additional paper in support of already submitted document for more clarity, if required. 

5. No request for change of any particular on the application form shall be entertained by the Haryana Staff Selection Commission after final submission. 

6. No offline application form or copy of downloaded application form will be accepted by the Haryana Staff Selection Commission. 

7. Candidates who do not fulfill the qualifications/eligibility conditions on cutoff date, their application shall not be accepted by the online application system. All the Certificates/Documents relating to educational qualification/eligibility conditions, SocioEconomic Criteria & experience etc. will be determined with regard to last date fixed to apply online applications. 

8. The Commission does not scrutinize the documents at the time of submission of online application and the same are checked only at the time of Scrutiny of documents.

Post Preferences: 

As skill and/or written examination is being held for multiple posts/Departments in groups, therefore, detailed options for various said posts/Departments need to be filled by the candidates through online mode. A candidate will not be considered for a post/Department, if such a candidate has not given his/ her preference for the same. Options confirmed at the time of submission will be treated as final and will not be changed subsequently under any circumstances. Therefore, candidates are advised to be careful while exercising such options. 

Scrutiny of Documents 

Scrutiny of Documents Only those documents which are uploaded by the candidates while filling up the application form shall be considered for the purpose of scrutiny. In case of any variation in the document uploaded and produced at any subsequent stage, the candidature of such candidate shall be cancelled/rejected. If any application is found without uploading requisite supporting documents and other relevant information, the candidate himself/herself shall be responsible for the same and his/her candidature would liable to be cancelled/rejected.

Documents to be uploaded with Application Form (MANDATORY) 

1. Scanned Copy of Essential Educational Qualifications. 
2. Scanned copy of Certificate claiming weightage/marks under socio-economic criteria and experience. 
3. Scanned Photograph. 
4. Scanned signatures of the Candidate. 
5. Scanned copy of all documents showing higher qualification, experience etc. as per criteria if applicable. 
6. Equivalence certificate in reference to Appendix-B. 
7. Experience Certificate as per Annexure-III issued by Department/Board/Corporation/ Company/Statutory Body/Commission/ Authority/Co-operative Banks etc. under Haryana Government for the purposes of claiming/awarding marks under Socio Economic Criteria, age relaxation and essential qualification as already mentioned in Para 12 above. 
8. Experience Certificate from private organizations/institutions for the purpose of essential qualification as per Annexure-IV. 
9. Declaration Certificate as per Annexure-X. (Declaration must be handwritten by the candidate himself in Hindi as well as in English). 

Important Instructions: 

1. Commission reserves right to increase or decrease the number or break up of already advertised posts anytime till the date of recommendation on the basis of change in requisition from the indenting department. 
2. Mere short listing/selection of a candidate does not confer any right of appointment unless the Government is satisfied that the candidate is suitable for appointment to the service/post in all respects after conducting necessary enquiry, if so required. 
3. OMR sheets will have three folios- Original OMR, Commission copy and Candidate copy. The candidate shall not mark anything on Commission copy. The impression of Original OMR sheet will be automatically marked on all the three folios. Pencil should not be used for darkening the circle. If, more than one circle is found darkened, that answer will not be evaluated. However, if a candidate smudges/scratches/erases any place on the OMR sheet in any manner with Eraser, Nail, Blade, White Fluid/Whitener etc. then in such circumstances OMR Sheet/Answer Sheet and candidature of the candidate shall be cancelled. The candidate himself/herself will be solely responsible for rejection of OMR/answer sheet on these grounds. 
4. Candidates will be considered in Open/General or parent vertical category on the basis of merit in the final result only and not at any preliminary stage provided they have not taken any benefit/relaxation. 
5. Read the complete advertisement very carefully as all the applicants are bound by the terms and conditions mentioned in the advertisement. 
6. The commission advertises posts under different categories of reservations requiring different eligibility conditions as per roaster points maintained by concerned department, as per applicable Government Instructions and Service Rules, wherein Commission has no role to play. 
7. Socio-economic marks are governed by notification issued in this regard by the Government of Haryana. Socio-Economic marks shall be given to the candidates only if he/she claims the same in the application form and also upload the necessary documents in prescribed format in support of their claim for same. No claim for socio-economic marks shall be entertained after final submission of application. 
8. ESM Category candidates are governed by Instructions issued by Haryana Government. Other reserved category candidates are governed by instructions issued by C.S Office, Social Justice Department, Sports Department etc. and are available on the websites of concerned departments and may be downloaded and perused before filling-up application form. Service Rules of the concerned department can be downloaded from the website of the concerned department in case of any dispute regarding eligibility. The provisions of the Act shall prevail over the rules and that of rules shall prevail over the instructions. 
9. All rules/instructions prevailing on cut-off date shall be applicable. 
10. Candidates are advised to fill-up the online application form himself/herself very carefully, upload the documents after scanning the same from original documents while ensuring that whole documents are scanned and if any, certificate is printed on both sides then both sides should be scanned and uploaded. Documents should be uploaded at the proper place. 
11. Scanned documents uploaded with application form shall only be considered for deciding the qualification criteria for the post. Document(s) which is/are not uploaded at the time of filling application form shall not be considered at subsequent stage. 
12. In case of candidates claiming marks under the head, “No family member in Government Job”, under Socio Economic Criteria, the status with regard to above shall be considered on the closing date of application form. 
13. Any candidate who claimed reservation in the CET application form (on One Time Registration Portal viz. OTR) but his/her data does not match with his/her data in Parivar Pehchan Patra; or in the Claim Verification/withdrawal Portal notified vide Public Notice dated 01.02.2023, as verified online by the Commission in view of the documents submitted by the candidate; shall be considered under General category, provided such a candidate fulfills age/qualification and other criteria required to be fulfilled by a general category candidate. 
14. All notice pertaining to recruitment shall be displayed on official website of HSSC. Therefore, all applicants are advised to visit the website regularly for information and updation as no individual information shall be given to a candidate separately. 
15. Evaluation of OMR answer sheets of the candidate is done through computer software. No manual evaluations is done and there is no process of re-evaluation of OMR sheet. 
16. All candidates are advised to retain copy of advertisement, application form filled by him/her along with uploaded documents, admit card, notices, copy of question paper, OMR sheet (candidate’s copy) etc. for his/her record. Such information having already been provided, no RTI Application in this regard shall be entertained. 
17. Answer key of the question paper shall be put on the official website of Commission after the written examination. Candidate should file objections if any within specified period along with prescribed fee. Thereafter, no objection shall be entertained and all objections so received shall be forwarded to Chief Examiner. On the basis of decision informed by Chief Examiner, the final key shall be prepared and evaluation shall be done on the basis of final key so prepared. As the commission is not a subject expert, the decision of the Chief Examiner shall be final and no correspondence in this regard shall be entertained. 
18. If any document is required to be renewed/re-issued, candidate must bring both old and new documents. 
19. In case an examination is conducted in more than one shift, the Commission may adopt Normalization method/process as deemed suitable. 
20. Candidates, who have obtained degree(s) or diploma(s) or certificate(s) for course(s) from any Board/Institution declared fake by the University Grants Commission or not recognized by Haryana Government shall not be eligible for being considered for recruitment to the post(s) advertised and no representation in this regard shall be entertained.

The National Testing Agency (NTA) is inviting Online Applications for NEET (UG) – 2023 for admission to the undergraduate medical courses in all medical institutions in India.

Applicability of NEET UG 2023

As per Section 14 of the National Medical Commission Act, 2019, the NEET (UG) has to be conducted as a common and uniform National Eligibility-cum-Entrance Test [(NEET (UG)] for admission to undergraduate medical education in all medical institutions. Similarly, as per Section 14 of the National Commission for Indian System of Medicine Act, 2020, there shall be a uniform NEET (UG) for admission to undergraduate courses in each of the disciplines i.e. BAMS, BUMS, and BSMS courses of the Indian System of Medicine in all Medical Institutions governed under this Act. NEET (UG) shall also be applicable to admission to BHMS course as per National Commission for Homeopathy Act, 2020.

Military Nursing Service Admission-

MNS (Military Nursing Service) aspirants seeking admission to BSc Nursing Course being conducted at Armed Forces Medical Service Hospitals for the year 2023 are required to qualify NEET. The NEET score will be used for shortlisting for selection to the four year BSc Nursing course.

NEET UG 2023 Paper Pattern-

The Entrance Test shall consist of 200 multiple choice questions (four options with a single correct answer) from Physics, Chemistry, and Biology (Botany and Zoology). 50 questions in each subject will be divided into two Sections (A and B). The duration of the Examination will be 200 minutes (03 hours 20 minutes) from 02:00 PM to 05:20 PM (Indian Standard Time) and shall be uniform for all candidates.

Test Languages-

NEET (UG) – 2023 will be conducted in 13 languages i.e. English, Hindi, Assamese, Bengali, Gujarati, Kannada, Malayalam, Marathi, Odia, Punjabi, Tamil, Telugu, and Urdu.

OBC-NCL (Other Backward Classes)-NCL (Non-Creamy Layer) as per the Central List of Other Backward Classes available on the National Commission for Backward Classes. The candidates falling on this list (available on http://www.ncbc.nic.in/ ) may mention OBC-NCL in the Category Column. State-listed OBC-NCL Candidates who are not in OBC-NCL (Central List) must choose General.

Important Instructions:

i. Candidates can apply for NEET (UG) - 2023 through the “Online” mode only through the website https://neet.nta.nic.in/
ii. Submission of the Online Application Form may be done by accessing the NTA website https://neet.nta.nic.in/ The Application Form in any other mode will not be accepted.
iii. Only one application is to be submitted by a candidate.
iv. Candidates must strictly follow the instructions given in the Information Bulletin and on the NTA website. 
Candidates not complying with the instructions shall be summarily disqualified.
v. Candidates must ensure that the e-mail address and Mobile Number provided in the Online Application Form are their own or Parents/Guardians only as all information/ communication will be sent by NTA through e-mail on the registered e-mail address or SMS on the registered Mobile Number only.
vi. All candidates are required to upload address proof (Present and permanent address) during the online Application Form of NEET (UG) – 2023. The address proof may include AADHAAR Card, Domicile Certificate, Passport, Voter ID card, etc. Both documents (if applicable) are to be merged and uploaded in a single pdf file. If the Present and Permanent addresses are same, then the same document will suffice.

Syllabus of the Test

NMC (National Medical Commission) has notified the syllabus of NEET (UG) - 2023. The Question Paper will be based on the given syllabus (Appendix-III) which is available on the NMC website (https://www.nmc.org.in/neet/neet-ug). Furthermore, to rationalize the decision of reduction in the syllabus by various School Education Boards, the NTA has taken a decision to provide choice in Section “B” for each of the 4 (four) Subjects.

Eligibility to appear in NEET (UG) – 2023

Eligibility for appearing in NEET (UG), as per related Regulations of NMC and DCI are as follows:-
1 He/she has completed 17 years of age at the time of admission or will complete that age on or before 31 December of the year of his/her admission to the first year of the Undergraduate  Medical Course. Accordingly, the lower age limit shall be as under:
For Candidates of General (UR)/General-EWS born on or before 31.12.2006
For Candidates of SC/ST/OBC-NCL/PwBD Category born on or before 31.12.2006

Qualifications and Qualifying Examination Codes

To be eligible for NEET (UG) – 2023, candidates need to refer to the following table for qualifying examination criteria.
CODE: 01 
A candidate who is appearing in the qualifying examination, i.e., class 12 in 2023, whose result is awaited, may apply and appear in the test but he/she shall not be eligible for admission to the Undergraduate Medical Courses if he/she does not pass the qualifying examination with the required pass percentage at the time of first round of Counselling. Candidates who have appeared or are appearing at the qualifying Examination with English, Physics, Chemistry, and Biology as the main subject and expect to pass the Examination with the required percentage of marks are also eligible to apply and appear in the Competitive Entrance Examination. However, their candidature will be considered only if they provide documentary evidence of having passed the qualifying Examination with the required subjects and percentage of marks.

The Higher/Senior Secondary Examination or the Indian School Certificate Examination which is equivalent to class 12 Higher/Senior Secondary Examination after a period of 12 years of study, the last two years of such study comprising of Physics, Chemistry, Biology/Bio-technology (which shall include practical tests in these subjects) and Mathematics or any other elective subject with English at a level not less than the core course for English as prescribed by the National Council of Educational Research and Training after the introduction of the 10+2+3 educational structure as recommended by the National Committee on Education.
Candidates who have passed Class 12 from Open School or as private candidates shall not be eligible to appear for the ‘National Eligibility Cum Entrance Test’. Furthermore, a study of Biology/Biotechnology as an Additional Subject at Class 12 level also shall not be permissible.*
*The candidates who have passed Class 12 level with Biology as an additional subject will also be eligible for MBBS Entrance Examination (as per Hon’ble High Court Order No. 2341/-W/DHC/WRIT/D-1/2019 dated 24/09/2019 in the Writ Petition (C) No.6773/2019.
If the institute has to consider an examination of an Indian University or of a foreign/university to be equivalent to the Class 12 under intermediate science examination, the candidates shall have to produce a certificate from the concerned Indian University/Association of Indian Universities to the effect that the examination passed by him/her is considered to be equivalent to the class 12 under intermediate science examination.
*(NOTE: The proviso in italics has been a subject matter of challenge before the Hon’ble High Court of Delhi, Hon’ble High Court of Allahabad, Lucknow Bench, and Hon’ble High Court of Madhya Pradesh at Jabalpur. The provisions of the regulations disqualifying recognized Open School Board candidates and the candidates who have studied Biology/Biotechnology as an Additional Subject has been struck down. The Medical Council of India has preferred Special Leave Petitions before the Hon’ble Supreme Court and Appeals in the Hon’ble High Courts. Therefore, the candidature of candidates in the NEET (UG) - 2023 who have passed the qualifying examinations i.e. Class 12 from National Institute of Open Schooling or State Open Schools or as private candidates from recognized State Boards; or with Biology/Biotechnology as an additional subject shall be allowed but subject to the outcome of Special Leave Petitions/Appeals filed by the Medical Council of India)

The Intermediate/Pre-degree Examination in Science of an Indian University/Board or other recognized examining body with Physics, Chemistry, Biology /Biotechnology (which shall include practical test in these subjects) and also English as a compulsory subject.
OR
CODE: 04 
The Pre-professional/Pre-medical Examination with Physics, Chemistry, Biology/Biotechnology, and English after passing either the Higher Secondary Examination or the Pre-University or an equivalent examination. The Pre-professional/Pre-medical examination shall include practical tests in these subjects and also English as a compulsory subject.

CODE: 05 
The first year of the three years’ degree course of a recognized University with Physics, Chemistry, and Biology/Biotechnology including practical tests in these subjects provided the examination is a University Examination and the candidate has passed the earlier qualifying examination with Physics, Chemistry, Biology/ Biotechnology with English at a level not less than a core course.

B.Sc. Examination of an Indian University provided that he/she has passed the B.Sc. Examination with not less than two of the subjects Physics, Chemistry, Biology (Botany, Zoology)/Biotechnology and further that he/ she has passed the earlier qualifying examination with Physics, Chemistry, Biology, and English.

CODE: 07 
Any other examination which in scope and standard (Last 02 years of 10+2 Study comprising of Physics, Chemistry and Biology/Biotechnology; which shall include practical test in these subjects) is found to be equivalent to the Intermediate Science Examination of an Indian University/Board, taking Physics, Chemistry and Biology/Biotechnology including practical tests in each of these subjects and English.
