The Haryana Public Service Commission invites applications to fill up 18 vacancies of HCS (Ex. Br.) including one vacancy is reserved for persons with disability (HH Category) from Register A - ll of Members of Group - 'C' against the vacancies of the year 2019 in terms of the following Rule 10 of Haryana Civil service (Executive Branch) Rules, 2008.

2. Rule-10. Selection of Candidates for Register A-ll:-

(1) The Commission invites applications fro6 amongst the eligible members of Group- C Service, which shall be submitted to the Commission by the l-leads of Departments of Haryana through their Administrative Secretaries in the prescribed Form-l, alongwith summary of Annual Confidential Reports grading and integrity certificated duly signed by the recommending authorities. 

(2) The name of only such a member of Group - C Service shall be submitted under the provisions of sub-rule (1) who fulfill the conditions of eligibility (except Age) as on 31.05.2019. Age will be determined as on 01.11.2018,

(a) (i) has completed eight years continuous Government Service; 
(ii) has not attained the age of fifty years on the first day of November immediately preceding the date of submission of names by the concerned authorities; 
(iii) is not facing disciplinary proceedings and against whom action is not being ' contemplated; and
iv. is clear from vigilance angle

(b) is a Graduate from a recognized University.

(3) The Commission shall allow all such candidates recommended under the provisions of sub-rule (1) to appear in the written examination provisionally subject to the fulfilment of all eligibility, conditions and after conducting a written test, the Commission shall prepare a list of  candidates, three times the number of vacancies plus bracketed candidate;, if any. Thereafter, the original record of all candidates whose names appear in the said list shall be summoned by the Commission from their Heads of Departments. After scrutiny of original record, interview of eligible candidates shall be conducted by the Commission. 

(4). For final  selection of the candidates from the list prepared under sub-rule (3), the Commission, shall determine the suitability of candidates on the basis cf Annual Confidential Reports, experience and performance in the interview. 

(5) The Commission, thereafter, shall recommend, in order of merit and equal to the number of vacancies, the most suitable persons for entering their names in Register A-ll, as accepted candidates and these names shall be entered in this register, in the order in which they are recommended by the Commission." In pursuance of section 33 of The Rights of Persons with Disabilities Act, 2010, state Government has identified the following categories of Disabilities for the persons with benchmark disabilities along with physically requirements and functional Classifications of the category for Haryana Civil Service (Executive Branch) vide Government instructions No. 4t/3/2019-55ll dated 30.05.2019 which is available on the commission,s website i.e. http://hpsc.gov.in 
Notes (ii) 
The copy of Rule 10 of HCS (Ex. Br.) Rules, 2008 as amended vide Notification No. GSR 3 / Const./ Art. 309 I 2019 dated 04.01.2019 and the syllabus of written Examination/Screening test for recruitment to HCS (Executive Branch)from Register A-ll has been notified by the State Government vide notification No.42l2l2018 - 5 sll dated 01.05.2019 which is also available on Commission's website.

Only State Government employees are eligible for the aforesaid recruitment. Notes (iv
Employees of Haryana Vidhan Sabha, High Court of Punjab & Haryana and District Courts as well as Haryana Public Service Commission are not eligible for the aforesaid recruitment. 

3. The Eligible Employees of Haryana Government may apply to their Departments through the application form alongwith his latest passport size coloured Photograph. Specimen of which is available with this Advertisement and thereafter their Head of the Department will recommend the name of eligible employees through their Administrative Secretaries in the prescribed Form - t alongwith summary of Annual Confidential Report Grading (Form - ll) and lntegrity Certificate (Form - lll) duly signed by the recommending authorities. The application form containing Photo and other particulars submitted by the employee is also to be sent to the Commission Note:- The application form submitted by the employee should also be sent to the Commission by the Head of Departments of Haryana through their Administrative Secretaries while sending its recommendation for each eligible employee. 

4. The eligible employees of Haryana Government who wants to apply are directed to submit their application to their Departments well in time so that the recommendation of the competent authority must reach in the Commission's office on or before the closing date i.e. 08.07.2019 upto 05:00 PM. The recommendation received after the closing date either through Posta/ courier services or personal delivery will not be entertained by the Commission in any circumstances.

(iii) The marks for socio-economic criteria and experience shall be allocated as follows: a. if neither the applicant nor any person from among the applicant’s family viz father, mother, spouse, brother, and Son is, was or has been a regular employee in any Department/Board/ Corporation/Company/Statutory Body/Commission/Authority of Government of Haryana or any other State Government or Government of India.

b. if the applicant is:- 
(i) a widow; or 
(ii) the first or the second child and his father had died before attaining the age of 42 years: or 
(iii) the first or the second child and his father had died before the applicant had attained the age of 15 years,”. (5 marks) 

c. If the applicant belongs to such a denotified tribe (Vimukt Jatis and Tapriwas Jatis) or Nomadic tribe of the State of Haryana which is neither a Scheduled Caste nor a Backward Class. (5 marks)

HPSC has announced for the information of the candidates who have been declared qualified for HCS (Ex. Br.) & other Allied Services Main Examination - 2017 (Advt. No. 3 / 2018) that the format of application form and relevant instructions for the Main Written Examination have been uploaded on the Commission's website. The candidates can download the application form alongwith instructions from the Commission's website i.e. http://hpsc.gov.in w.e.f. 13.06.2019 by filling the required details on the givel link" The last date of submission of duly filled in application form alongwith all the certificates & supporting documents is 02.07.2019 (08.07.2019 for candidates belonging to forward remote areas). 

Further the candidates are directed to submit their application form complete in all respect on or before 02.07.2019 by Personal Delivery against proper receipt at Reception counter of commission's office, Bays No. 1-10, Block - B, sector- 4, Panchkula OR through Registered/Speed Post. 

The application fbrms received late either through Registered i Speed Post or by personal deiivery will be rejected straightway and no correspondence in this regard will be entertained by the Commission in any circumstances. Criteria for Selection, Examination and Syllabus-

Knowledge Test (KT) 80% Weightage

The detailed procedure of Knowledge Test shall be as follows: 
(a) All candidates shall have to undergo a Knowledge Test of eighty (80) marks
comprising of objective type, multiple choice questions. 
(b) The Knowledge Test shall be of the objective type having hundred (100) multiple choice questions of 0.80 marks each and test shall be of ninety (90) minutes duration. The medium of examination shall be bilingual i.e. both in English as well as in Hindi. 
(c) The test paper shall include questions on General studies, General Science, current affairs, General Reasoning, Mental Aptitude, Numerical ability, Agriculture, Animal husbandry, other relevant fields/trades etc. There shall be at least (10) questions relating to basic knowledge of computer.
The  standard of questions shall be as expected of an educated person having passed 10+2 examination of Board of school Education Haryana for the post of constable and have graduated University for from a recognized the post of Sub-Inspector.
